CGen creates three Thematic Chambers to move forward the Brazilian biodiversity agenda

After the incorporation of the Nagoya Protocol into Brazilian legislation (Federal Decree No. 11,865/2023) and with the proximity of COP-16 of Biodiversity (scheduled for October this year), the Genetic Heritage Management Council (Conselho de Gestão do Patrimônio Genético or “CGen”) published, in May, three resolutions creating Thematic Chambers (Câmaras Técnicas or “CTs”), with the participation of the government and civil society, seeking to improve the discussion on specific topics and support decision-making process by the Council Plenary.

CGen is the collegiate body of a normative nature, set forth by Law No. 13,123/2015 and responsible for coordinating the development and implementation of policies for managing access to genetic heritage and associated traditional Brazilian knowledge, as well as the sharing benefits arising from the economic exploitation of access.CTs have the following scopes:

  1. CGEN Resolution No. 42/2024 – Creates the CT for proposing and monitoring improvements in the National System for Management of Genetic Heritage and Associated Traditional Knowledge (Sistema Nacional de Gestão do Patrimônio Genético e do Conhecimento Tradicional Associado or “SisGen”). “CT – SisGen” aims to identify demands and opportunities, promoting debates, training and public tests to improve SisGen’s functionalities.
  2. CGEN Resolution No. 43/2024 – Creates the CT to encourage the sustainable use of genetic heritage and associated traditional knowledge. “CT – Sustainable Use” seeks to stimulate and expand the sustainable use of genetic heritage and associated traditional Brazilian knowledge by identifying opportunities, including financing at national and international levels.
  3. CGEN Resolution No. 44/2024 – Creates the CT related to the Nagoya Protocol on Access to Genetic Resources and Fair and Equitable Sharing of Benefits Derived from their Use and the Convention on Biological Biodiversity. “CT – Nagoya Protocol” aims to propose measures for the effective implementation of the Nagoya Protocol in Brazil.

The nomination of members for the structure of the CTs is scheduled for the next CGen meeting, to be held on June 6th and 7th, in city of Brasília.
